Fix DateTime inconsistencies #134
Description
Its weird to have DateTimeUtc support "without timezone". Since UTC is part of the name it should always have a timezone. We should look into having two date time types, one with timezone and one without.
This is a breaking change so would be nice to include in 0.6 so we don't have to do another breaking change afterwards.
