suggestion: add `no-unused-expressions` lint rule

As ESLint has: https://eslint.org/docs/latest/rules/no-unused-expressions

My main use case is flagging incomplete IIFE.

It's also mentioned in #906

Side note: I'm enjoying this built-in linter a lot with my Deno projects - bravo, and thank you!
