ddr-public no longer depends on ddr-cmdln and ddr-defs. The only connection with the DDR back-end is through the Elasticsearch documents.

The application was upgraded to work with the most recent versions of all dependencies. The app now uses Django 1.11.

Note: the Names database portion of the application still depends on namesdb.
