Deployment of devfile registry in cluster

In order for a devfile registry to make available for tools to consume or use, the devfile registry needs to run inside a cluster. This item is to investigate to see how we can deploy the registry to a given cluster.

This item is part of Epic #82

• Design doc for how the registry should be deployed on clusters
• Consumption of the devfile packaging as described in Initial design on packaging of devfile registry for deployment #163
• Implementation of operator based on the design doc
  • Potential proxy server for safe guarding the devfile registry
