Triplestore Cache and bug fixing for EvoLearner

• Added caching option for TripleStoreOntology methods that retrieve a lot of information with no customization ( i.e. no arguments). This can be enabled directly from a TripleStore object by setting use_caching=True Optimize core processes for large scale CEL #567
• Fixed a long standing bug with EvoLearner EvoLearner incorrectly merges IRIs with same local name but different namespaces #542
• Version increase to 0.10.0 for new release
