Change the TagList buttons into toggle buttons

Problem

"Button with icon" and "button with buttonclass" in the TagList component are empty buttons. I' assuming they are meant to be toggles?

Suggestion

Implement as toggle buttons. If the icons are decorative, remove the button element.
