This is an initial release (good enough to get us through a test suite) of this spec:

https://w3c-ccg.github.io/did-resolution/#bindings-https

There are a few things that need to be implemented from Section 7.1.

Those can be address later and an issue will be made containing them.
As the spec this implements still has missing sections this PR is being made as is provided no objections are made to the missing functionality.
