How to backup and restore UCP

UCP 2.1 has backup and restore docs here, but a bunch of users are having problems when following these instructions

• Explain when backup and restore should be used, specially when I already have HA. Check For HA, state how to restore a replica; in DR note instructions are only for lost clusters #671 and Feedback for: datacenter/dtr/2.1/guides/high-availability/backups-and-disaster-recovery.md #1083
• Explain how many backups you need to create. Check Review docs for disaster recovery #1651
• Review that the current docs work on UCP 2.1
• How do I test if a backup succeeded
• Make it clear what UCP backup saves and what doesn't
• When restoring you must your the same docker/dtr tag that created the backup. Check Restore docs should state you must use the same version that was backed up #1685
