Blazor release notes updates

Update the last three items for 6.0 in the release notes doc ...

• Blazor WebAssembly packaging - I think this is a duplicate entry for deployment layouts with a JS initializer. If so, it's already resolved and can be checked-off here ✔️. UPDATE: I think this is a dup ... I think it is "deployment layouts." It was named differently on the PU Roadmap, so it ended up getting duplicated when doc issues were being created/worked for 6.0.
• Dynamically added root components - Blazor dynamically added root components #22690 - Awaiting guidance from the PU. This will take a few weeks (or a month) to resolve. UPDATE: There's still no answer on this. I've stricken the placeholder in the release notes doc for now. The issue is tracked, and I'm going to make a note on it to place something in the 6.0 release notes after it's worked. For now, let's close this item out here (and close out this whole issue.
• Blazor hybrid desktop apps (.NET MAUI) - Tracked by Blazor hybrid desktop apps (.NET MAUI) #22441. The plan for coverage is in active discussion offline. To resolve this issue, I'll probably provide a bit of general info in the release notes and cross-link existing resources. I've already noted in the tracking issue to update the cross-link when we have coverage in this doc set. UPDATE: Temporarily addressed with content on .NET MAUI release notes entry #24492.
