To Reproduce

Steps to reproduce the behavior:

  1. Install Coherent build - 3.1.100-preview1-014455
    Feed - https://dotnetfeed.blob.core.windows.net/dotnet-core-3-1-preview1-014455/index.json

  2. dotnet new mvc -lang F#

  3. dotnet run

  4. Navigate to https://localhost:5001

Expected behavior

Index page loads successfully.

I can repro this pretty clearly. Looks like an issue in Razor and our old friend Microsoft.Extensions.DependencyModel.
