Websockets: Add ANCM In proc tests.

We should add ANCM in process tests to the Autobahn test suite: https://github.com/aspnet/WebSockets/blob/dev/test/Microsoft.AspNetCore.WebSockets.ConformanceTest/AutobahnTests.cs. We can't add tests directly in the IISIntegration repo due to layering.
