[Infrastructure] Update NPM dependencies as part of build-ops

Now that we are using workspaces, updating NPM dependencies is much simpler. We should include this task in our build-ops rotation to make sure we keep our dependencies fresh and up to date.

@javiercn what would the workflow for updating dependencies look like? Just an npm audit fix from the root? I can update the docs once I know what it should look like.

If it's as simple as npm audit fix, maybe we could automate it & just have build-ops look at the PRs
