Now that we are back on NPM, there are further improvements that we should be making to our infrastructure:

• Build blazor.*.js in CI; don't commit the artifacts #11592
  • We should enable building JS bits as part of source build.

• [Blazor] Modernize and Centralize our JS build infrastructure #52964
• [Infrastructure] Update NPM dependencies as part of build-ops #52966
