Pull Request Overview
This PR upgrades the CI infrastructure from macOS-13 (which is being deprecated) to macOS-15 for all Azure Pipelines builds and tests. The upgrade includes updating both the macOS image version and the corresponding Xcode version used in the build pipeline.
