Both of the commits referenced in the error exist in msbuild. The only thing I see is that dotnet/msbuild@f0cbb13 wasn't merged into a branch in msbuild, so maybe that's the issue?

@dotnet/prodconsvcs - can you please take a look at this? Maybe we need to reference the internal msbuild repo?
