NavigationBarColors from NavigationPage not changing on AppTheme changing

Description

if app starts, the colors (text and background) will display fine

but if the apptheme is changed, the navigationbar colors will not be refreshed

Steps to Reproduce

1.) create a default MAUI-App

2.) change from AppShell to NavigationPage

3.) add new button to MainPage

4.) implement the apptheme changing

5.) start the app on android platform and change the apptheme by tap the button "Change theme"

I've had a similar issue to that for a while (i.e. going back several versions) where the part that has the title updates, but the remaining part doesn't (until you come back to that page later, when it's all updated).

This issue has been verified using Visual Studio 17.11.0 Preview 2.1 (8.0.40 & 8.0.21). Can be reproduced on Android platform.
