Add flag to stop using the workload set version and just use the installed manifests #34562

Description
If a customer's manifests differ than what is in their workload set, we will report an error. We should have an escape hatch that resets the install state to use the workload manifests that are installed and ignores the workload set just in case.
The error message for the mismatch should mention this flag
