LGTM but as mentioned in the original issue just linking to the runtime repo prerequisites isn't enough, e.g. building aspnetcore requires nodejs.

Would you mind opening another issue to figure out how we should handle documenting the prerequisites? looks like we already have that: dotnet/source-build#3924
