Push symbols when we do a VS insertion

SymbolCheck fails on our .NET assemblies, such as:

• https://devdiv.visualstudio.com/DefaultCollection/DevDiv/_git/VS/pullRequest/699313#1767996710
• https://devdiv.visualstudio.com/DefaultCollection/DevDiv/_workitems/edit/2678552/

It looks like we used to do something like the example here:

Ideally, we could push the symbols on each insertion, and VS's SymbolCheck step would pass.
