{lang}[GCCcore/8.3.0] move intervaltree and sortedcontainers to main Python easyconfigs

We have several packages bundling sortedcontainers and intervaltree. It would be useful to have those in the main easyconfigs for Python.

PR #10970 has these changes for more recent packages in GCCcore/9.3.0

@lexming thanks. I see this error with FLAIR when testing with --skip:

== 2020-07-13 14:03:45,320 build_log.py:169 ERROR EasyBuild crashed with an error (at easybuild/base/exceptions.py:124 in __init__): Skipping of extensions, but no exts_filter set in easyconfig (at easybuild/framework/easyblock.py:1549 in skip_extensions)

@verdurin fixed 👍 since the easyconfig of FLAIR is a tarball with extensions it needs to explicitly define exts_filter
