{bio,math}[foss/2020b] R-bundle-Bioconductor v3.12, ncdf4 v1.17

• Remove the MariaDB-connector-c dependency as there is no RMySQL in this EC and it has not been in the Bioconductor ECs for quite a few versions.
• Remove sigaR and MotIV - both are listed as deprecated in Bioconductor and attempting to download the latest version fails. (See https://bioconductor.org/packages/release/bioc/html/sigaR.html and http://www.bioconductor.org/packages/release/bioc/html/MotIV.html)
• Add signalToolbox (we've had a request for this to be added). Everything from agricolae to the end is a dependency for this.
• Add BH, with a newer version than in R-4.0.3-foss-2020b.eb, as cytolib requires the newer version.
• Add sctransform, with a newer version than in R-4.0.3-foss-2020b.eb, as Seurat requires the newer version.
