Those download locations for Trilinos 12.12.1 work any more. When I built it recently, I borrowed the source from the Debian libtrilinos-triutils12 source package (provides trilinos_12.12.1.orig.tar.bz2). See issue #14066 (apparently I opened it and forgot about it).

2nd test on generoso also worked fine, but again uploading the test report failed with a 403 error. I've opened an issue on this at easybuilders/easybuild-framework#3934, no need to block this PR over that since there's successful test reports from other systems.
