stick to Java/11 dependency for Bazel 3.7.2 with GCCcore/11.2.0

We should stick to Java/11 here, since that's already used as a dependency in the 2021b generation of easyconfigs (in R-4.1.2-foss-2021b.eb for example).

Otherwise we run into trouble like (from #14724):
