explicitely disable mpi/python in Boost (intel-compilers/2021.4.0)

This is missing from this ec, but looks to be in all other recent ones.

./boost/python/detail/wrap_python.hpp(57): catastrophic error: cannot open source file "pyconfig.h"
  # include <pyconfig.h>

It is picking up the Python from my EB venv and enabling building against Python.
