add patches to build Qt5 5.15.10 with Python 3 instead of Python 2.7

Using patches borrowed from Gentoo, and indirectly Arch Linux, to build webengine with Python 3; as far as I know nothing else in 2022b and newer toolchains depends on Python 2 any more.
