Make XSOMParserTest non-internet dependant

XSOMParserTest currently uses schema from internet resource (http://docs.oasis-open.org/regrep/v3.0/schema/lcm.xsd)

If resource is behind proxy or unavailable, build is failing for no 'good' reason.

The test should use a local copy of lcm.xsd

Before going to local XSD, use https for fixing test first
