Remove master_timeout from ingest.get_ip_location_database

It's not read from https://github.com/elastic/elasticsearch/blob/a4ed0b386f0668dd8faeb8594d78aafda4041075/modules/ingest-geoip/src/main/java/org/elasticsearch/ingest/geoip/direct/RestGetDatabaseConfigurationAction.java#L42-L47 and has already been removed from the GeoIP version of this API which shares the same code.
