autoreconf fails

I have done with openssl version 1.0.1.k 8 Jan 2015 and with version 1.1.1a 20 Nov 2018 and in both I get the same fatal error:

        aclocal: warning: couldn't open directory 'm4': No such file or directory
        configure.ac:11: installing './compile'
        configure.ac:8: installing './install-sh'
        configure.ac:8: installing './missing'
        Makefile.am:4: error: Libtool library used but 'LIBTOOL' is undefined
        Makefile.am:4:   The usual way to define 'LIBTOOL' is to add 'LT_INIT'
        Makefile.am:4:   to 'configure.ac' and run 'aclocal' and 'autoconf' again.
        Makefile.am:4:   If 'LT_INIT' is in 'configure.ac', make sure
        Makefile.am:4:   its definition is in aclocal's search path.
        Makefile.am: installing './depcomp'
        autoreconf: automake failed with exit status: 1

I forgot to specify this is the output of the $ autoreconf -i execution.
