Admin: add Issue Templates #591
Description
I'd like to propose that a new set of issue templates be added to the repo, to make issue intake more streamlined, both from a contributor's and maintainer's perspective.
In the repos I help maintain, I feel like we've worked out a pretty solid set of templates by category, with the following types:
- Bug
- Documentation
- Feature
- RFC / Discussion
- Tooling
Each will ask some set of questions depending on the type (e.g. version for bug reports), and apply the appropriate issue labels automatically. They're easy to set up and can give provide a better experience for contributors submitting issues. Thoughts?
