Define max limit for Docker JSON Logs + Rotation

With the increased traffic we are observing, simple logs like Solr, can grow into the 100-200 Gbytes in a single week (even weekend).

By defining a max log size at the docker-compose level, we can limit this to a max. This can affect log parsing so I want to be sure we also lower for Solr the verbosity and take at least 24 hours -> 1 week of logs for web
