Updates the Arduino-ESP32 package index template to reference the refreshed esp32-arduino-libs artifact built for the IDF v5.5 / commit 2c211b23 line (bumping the lib bundle from v3 to v4), ensuring Boards Manager downloads the correct prebuilt libraries.

@SuGlider 5.5.3 has no issues with openthread, so the problem is a change after that |
