I think this only happens if you upgrade from an older jquery version

Its true I was using 1.6 and went to 1.7, but this looks like a shell script test problem. I would be able to figure it out if I understood what shell script was being run here.

Ok, its because this line:

VERSION=$(cat static/js/jquery.min.js | head -n 1 | grep -o "v[0-9].[0-9]");

VERSION is not getting set to anything, so the test that follows:

if [ ${VERSION#v} = $NEEDED_VERSION ]; then

fails because $VERSION is empty.

Now, why that test fails...

Ok, the test fails with jquery 1.7 because head -1 produces:
