This also allows us to more easily parallelize tasks across workspaces, and caches the yarn dependencies to make yarn installs near instant.
However
preact-clihasn't been updated for a while, and so the change to support yarn 2 hasn't been deployed to npm yet; waiting on that: preactjs/preact-cli#1418
