Add note to Adding Bootstrap section for Bootstrap 4

Generally we try to suggest the "safe" alternative, not new projects.

Bootstrap 4 is still in alpha version, i think it's best to focus on a released version for CRA

I would take a PR adding a paragraph at the end of that section. Something like:

These instructions are for the current stable Bootstrap version, Bootstrap 3. If you’re looking to integrate Bootstrap 4 pre-release versions, consider alternatives such as A, B, and C.

I don't know of an alternative react project that supports Bootstrap 4. I'm not sure reactstrap or bootstrap 4 are considered safe since bootstrap 4 is not stable. The push to active development on Bootstrap 4 instead of Bootstrap 3 shouldn't be a factor for determining that, but is reasonable data point to keep in mind, see comment.

I think a note wouldn't be too distracting, and would help people evaluate options for integrating bootstrap. But I'm also happy to wait until a beta or stable release is shipped and there is an alternative to mention.

Let's wait at least until beta. Normally we try to advertise only stable technologies here since this project is supposed to be beginner-friendly.
