Add --summary option that shows info without progress bar

Describe the Bug

pyrefly check has a --summary option with default, none, and full options. default shows both a progress bar and an info line with the number of errors found and ignored. none shows absolutely nothing. I'm proposing an info variant that prints the info line without the progress bar.

This sounds reasonable. Another option is to just have a --no-progress-bar flag
