[CI] - fix doc deployment with SSH

Motivation and Context

PR to test a fix of the doc build deployment.

How Has This Been Tested

github Workflow CI demonstrated successful doc push as noted in comments below.

The last commit 0dd064caeb73a69c0f2b593bbe08825b03a650c9 verifies that the doc builds are deploying correctly. Now gating the deployment to nightly builds before merging.
