--[BE][WIP] - Sensor Wrappers and Wrapper Manager

Motivation and Context

This PR is Part 2 of the ongoing effort of Sensor refactoring, taking up where Part 1 left off.

Specifically, this PR will provide managed pointer access to sensors similar to how physics object access is provided, via wrappers and a wrapper manager.
