Change summary

This PR updates the Interface test HCL parameters to have dynamic values, ensuring that additional CI jobs do not collide on resource naming.

Notes:

We'll need to rewrite this test in the new provider, but this update should help future PR CI checks run smoother in the interim.

Updated the interface test's service name and domain to be dynamic per run to ensure other CI runs do not conflict.

The updated check was skipped, so we aren't able to test this new workflow until the PR is merged it seems.
