It won't be possible to show tooltips outside of the window given how flutter web renders. What we can do a better job of is keeping the tooltips from rendering outside the window.
The trick is the tooltip size can currently change while the tooltip is open and we will need to modify that behavior to work better in this case.
For example, what do you do if the tooltip does not overlap the bottom of the window but then some more content is shown in the tooltip (e.g. after exapnding or fully loading data) and now the tooltip extends past the bottom of the window? Do you move the tooltip up? Making that all work with how Flutter does layout is a bit tricky. A reasonable approach would be to just get better at clamping so content never overflows the bottom of the window and scrolling if it does.

The trick is the tooltip size can currently change while the tooltip is open and we will need to modify that behavior to work better in this case.

Now that the tooltip size is fixed (since we added scrolling), this should be easier to fix.
