Properly configure Kotlin in Flutter projects

When creating a plugin project that uses Kotlin the IDE asks the user to configure Kotlin projects. This probably applies to apps, but that needs to be confirmed.

We never need to have javascript-kotlin, it will always be java-kotlin. We we should find a way to pre-configure that when the project is created.
