[quick_actions_platform_interface] Update license file

Update the contents of the LICENSE file from the quick_actions_platform_interface package to comply to the current specification.

This should move the tree back to green (see flutter/flutter#78699).

If you had to change anything in the flutter/tests repo, include a link to the migration guide as per the breaking change policy.
