[flutter_plugin_tools] Remove UWP #5432

Scrubs all of the UWP from the tool. Since platform variant was a concept introduced for UWP, and there are currently no specific plans to use it for anything else, support for variants is also removed. (If at some point we need variants on another platform, we could always pull this from repository history.)
