New tool argNorm

Assess how feasible it is to include a new ARG annotation normalisation tool (argNorm) in the pipeline:

Issue consists of testing the tool and determining if it is worthy of adding to the pipeline.

Then assessing how feasible it is to add and how much impact it brings.

Finally, releasing a new version if all positive.
