Can't create shortcuts to Mail, Emacs, or System Preferences.

Shortcut to Mail doesn't work.

More specifically: I can create a Thor shortcut, but in my next login session, the shortcut disappears.

Same problem with Emacs and with System Preferences.

I have no problem with other apps or with the Finder.
