Enable TargetCell parameter for focal operations #212

Connects: geotrellis/maml#116
- Publish maml
- Bump maml dependency once feature is available and published
- Test feature in configuration file through WCS layer
- Add default value for TargetCells: All cells is the default in GT proper.
- Should it be default in MAML case classes as well as JSON parsing?
