WMS GetFeatureInfo

This task is to implement WMS GetFetaure info endpoint. GeoTrellis server implements WMS 1.3.0 and specs related to the GetFeatureInfo response are located in the OGC Web Map Service Implementation Specification, Version 1.3.0.

The supported return formats (INFO_FORMAT parameter) will have to include at least the text/xml and application/json mime-types.
