Nothing major seems to have happened between 1.13 and 1.22 (at least not having to do with anything we use yarn for). So why upgrade? It gets rid of a warning message and also means the next person to think about this won't have to look back as far in the changelog.
Manually tested installing packages, building, and running tests, and all seemed good.
