Part of a series that adds follow-up actions to Seer investigations: when a run completes, Seer suggests one next step, and the user can apply a typed action, such as a monitor change, with one click. Add Seer's live action requests to the investigation details response, so the UI can show the recommended action and the requests under their blocks and hypotheses.
Make the comments read plainly.
Look the applier up with the usual user serializer, so names and avatars stay current and no user data is copied into the request, and list the newest report's requests first.
