Migrate issue-view title generation off the soon-to-be-deprecated /v1/llm/generate endpoint as part of consolidating all LLM prompts and model selection in Seer. Depends on the merged Seer one-shot handler in https://github.com/getsentry/seer/pull/8963.

Summary

• call the named issue_view_title one-shot with only the query and viewer identity
• remove prompt construction, model selection, query truncation, and legacy response handling from Sentry
• validate the structured title returned by Seer while preserving existing endpoint behavior
• cover the signed one-shot request end to end through Sentry's HTTP transport, including payload, timeout, and viewer context
• remove the issue-view caller from the S030 legacy API allowlist
• decouple the S030 regression tests from a real migrating caller so the allowlist can continue shrinking
