Part of a series that adds follow-up actions to Seer investigations: when a run completes, Seer suggests one next step, and the user can apply a typed action, such as a monitor change, with one click. Show the requests Seer makes on the investigation page as cards, so users can see what Seer suggests doing next.
Show only the newest report's primary, render just suggested and withdrawn requests, and type only what the API sends today, so the card never shows stale advice.
Part of a series that adds follow-up actions to Seer investigations: when a run completes, Seer suggests one next step, and the user can apply a typed action, such as a monitor change, with one click. Show a placeholder while Seer works out the next step, and a message if it couldn't suggest one, so the recommended action doesn't appear out of nowhere or silently go missing.

…p moves on The action requests come with the investigation, which stops polling once a run is done and is not refreshed by orchestration commands, so a new recommendation could stay hidden until a reload. Refetch it when the run's next step changes and keep the placeholder up until it lands.

…ep is ahead of it If the first orchestration snapshot already has a completed next step whose request the investigation lacks, the card stayed empty because nothing refetched the investigation.
